ယေန႔ေခတ္လူငယ္မ်ား၏ (2010)ေရြးေကာက္ပြဲအေပၚသုံးသပ္ခ်က္

(၁) ၁၉၉၀ ျပည့္နွစ္ ေမလ(၂၇) ရက္ေန ့တြင္က်င္းပ ခဲ့ေသာ ပါတီစံု ဒီမိုက ေရစီ အေထြေထြ ေရြးေကာက္ပဲြ ကို က်င္းပျပဳလုပ္ခဲ့ရာတြင္

(က) ၁၉၈၈ ခုနွစ္ စက္တင္ဘာလ (၂၁)ရက္ေန ့ေန ့စဲြပါ ပါတီစံု ဒီမိုကေရစီ အေထြေထြေရြးေကာက္ပဲြက်င္းပေရး ေကာ္မရွင္ဥပေဒကို ျပဌာန္းခဲ့သည္။

(ခ) ထိုသုိ ့ျပည္သူ ့လႊတ္ေတာ္ေရြးေကာက္ပဲြ က်င္းပနုိင္ရန္အတြက္ ၁၉၈၉ခုနွစ္ ေမလ(၃၁)ရက္ေန ့တြင္ျပည္သူ ့လႊတ္ေတာ္ေရြးေကာက္ပဲြဥပေဒကို ျပဌာန္းထားခဲ့ရပါသည္။ ထိုသို ့ျပဌာန္းျပီးေနာက္ ပါတီစံုဒီမိုကေရစီ အေထြေထြေရြးေကာက္ပဲြက်င္းပေရးေကာ္မရွင္က ေရြးေေကာက္ပဲြက်င္းပမည့္ေန ့ရက္ကို ၁၉၉၀ျပည့္နွစ္ ေမလ(၂၇)ရက္ေန ့ကိုသတ္မွတ္ခဲ့့ပါ သည္။

(၂)ေရြးေကာက္ပဲြတရပ္က်င္းပနုိင္ေရး အတြက္မဲ ဆႏၵနယ္မ်ား သတ္မွတ္ျခင္း၊ ေရြးေကာက္တင္ေျမွာက္ခံပိုင္ခြင့္ ရွိသူမ်ား၊ ဆႏၵမဲေပးပိုင္ခြင့္ရွိသူမ်ား၊ မဲစာရင္းျပဳစုျခင္း၊
လႊတ္ေတာ္ကိုယ္စားလွယ္ေလာင္းအမည္္စာရင္းတင္သြင္းျခင္းနွင့္ ေရြးေကာက္ပဲြ ကိုယ္စား လွယ္ခန္ ့ထားျခင္း စသည့္ အခ်က္မ်ားကိုလုပ္ေဆာင္ရန္လိုအပ္ပါသည္။ထိုသို ့လုပ္ေဆာင္ နုိင္ရန္အတြက္ အခ်ိန္လံုေလာက္စြာ ရရွိဘို ့လိုအပ္မည္ျဖစ္ပါသည္။

(၃) တရားမွ်တေသာ ေရြးေကာက္ပဲြတရပ္ျဖစ္ေပၚေစေရးအတြက္ အနည္းဆံုးအားျဖင့္ ေရြးေကာက္ပဲြဆုိင္ရာဥပေဒမ်ား ထုတ္ျပန္ျပီးခ်ိန္မွ စရ္ဴ အနည္းဆံုး တစ္နွစ္ခန္ ့အခ်ိန္လို
အပ္သည္ဟုယူဆပါသည္။ ထိုကဲ့သို ့အခ်ိန္ကာလအားျဖင့္ လံုေလာက္စြာ မေပးထားပဲ ၂၀၁၀ခုနွစ္ေရြးေကာက္ပဲြ က်င္းပျခင္းသည္။ မည္သည္ ့နည္းနွင့္မွ် တရားမွ်တမည္ မဟုတ္
ဟုသတ္မွတ္သည္။

(၄)ထို ့ေၾကာင့္နုိင္ငံေတာ္အစိုးရအေနနွင့္ တရားမွ်တေသာေရြးေကာက္ပဲြကို က်င္းပရန္မွာ ယခုအခ်ိန္တြင္ မည္သည့္နည္းနွင့္မွ် မျဖစ္နုိင္ေတာ့ေၾကာင္း ကြ်နု္ပ္တုိ ့လူငယ္မ်ား က သတ္မွတ္လုိက္သည္။





(1)In Burma, the free and fair general election was once taken place on 27 th May in 1990.


(a)To do so, as the first step the Commission acts for democratic general election was imposed on 21 September of 1988.

(b)On 31 May of 1989, electoral laws for people parliament were also imposed. May 27 0f 1990 was then declared as the Election Day.



(2)For an election to be taken place, we need to name constituencies and the electorate, to count the number of those who are eligible to vote, to nominate members of parliament and to select electoral representatives. To do all these things, we essentially need enough time.



(3)To be a free and fair election, it is assumed that we need at least one year to get prepared from the time of electoral laws coming out. Otherwise, this election will not be recognized either internationally or in local as the free and fair one.



(4)Hence, we, young people notice that it is impossible for the State Peace and Development Council to hold the free and fair election in 2010.
